No, that is incorrect. The seller is still protected if they purchase their d/c from the post office. Of course, the number still needs to be uploaded to ebay.

Well, I just looked into the paypal site and I swear it was once there. I remembered it said that you MUST print the label from Ebay/Paypal in order to be eligible for seller protection but I no longer see it there, so maybe the green dc is now fine. I know that at least 2 board members (I can't remember who....) had lost cases regarding non receipt even though the green dc showed delivered. I hope they chime in.
The way I interpreted back then and the way the CU member's story was when you did print the label from the site, the confirmed address was already set so Paypal had a copy of that, and the buyer was also sent an email showing the item has shipped and the tracking # which is still done today. By using the green dc, even though it said delivered and they claim it was not; Paypal can say that it was shipped to a relative or friend in the same city and zip code because it was not printed from the transaction detail page. This is just all from recollection.
Maybe they changed everything now. I've printed all my labels for the last 5 years with no problems and delivery confirmation is now free; so why wouldn't you?

Can anyone this be corroborated? I have used and sometimes still use the green slip for DC and would really like to know the answer to this.
