What kind of feedback would you give this guy?

So my story is I won an auction on July 24th and paid immediately from a seller in Canada.
Not a very expensive card, but I think I got it below the average sale price at the time. I then see that it was shipped
on July 29th on my ebay page with the highlighted package which bothered me a bit cos it takes awhile to get mail
from up North, and he mails it 5 days later. Okay whatever; fast forward today and I get a refund for the item. WTF?
It's credited back into my paypal account. Don't care for the money, I wanted the card. I get no explanation whatsoever,
so I just sent the seller a message asking wth? Waiting for a response.
So does that mean he lied and never the sent the card out? Maybe he felt it sold too cheap?

I have 3 ideas for your situation, each based on who I might be:
If I am a seller: I would suggest to you to just let it go, not worth the hassle & as Handyman stated, you never know what kind of person your dealing with & how they will respond. Sellers like to discourage any negitive feedback because it can affect their Ebay rates & fees.
If I am a buyer: I would be very irritated. At the very least, this is terrible communication & should show up on his feedback. More likely, this is a very dishonest seller, cheat and liar. After you get more information and if you don't buy his excuse, leave the negitive he deserves.
Number 3: change your profile to your real name or at least something with a little more class. It would be funny if this was a porn forum, but it's not!

I think his name refers to his ability to get 90% or more Gem Mints on his submissions. What are we talking about here?

After the purchase so I'm not worried about sabotage.
I think your right. And if for no other reason, communication is an important part of Ebay selling. To not respond, there is no excuse. Just allow him enough time, you don't want to jump the gun. Most likely, he just didn't want to sell the item cheap, but that's what auctions are all about. That is one of the things that make them sucsessful, the chance that you may get a good deal. As for the seller, that is the chance he has to take, after all, I bet he would have given you a negitive if you had bid $40 and decided you did not want the card at that price.
I have a hunch there will be folks saying you should not give a negitive, but as I said earlier, they may have other motives.

excuse will be. I hope it's a really good one. If it's a great excuse like my dog pooped on your card and he provides a scan,
then I'll let him off the hook. If he indeed shipped it out 5 days later and somehow it went back to him for whatever reason
and he doesn't feel like shipping again, then I'll let it go as well.
No response = neg
Response with poopy scan or returned package = walk away
Response that he admits to lying (has guts) and it went too cheap or whatever, I may just walk away or give a neutral.
I'm not mad anymore. I got my refund, and that's just ebay for ya.
If he comes off as a complete turd I would give him a negative. This includes if he just ignores you.
Judge Judy, Marilyn Millian and Wopner would argue that "With the refund you were made whole and not in a worse-off position and that's all the law can do." and Judge Judy on top of that would yell at you, "So what's the problem??!! You feel the entitlement for an apology and an explanation on top of getting your money back?! You need closure for a $10 card??!! Stop wasting my time!!"
The answer is simple: Life isn't always fair. Go back to your "okay whatever" attitude, don't sweat the small stuff and move on. Don't buy from him ever gain. And the choice is yours to neutral or neg him if you feel like taking the retaliatory neg. Seller is a clod and unfortunately you will meet many more of those in your lifetime.
Your case is dismissed.
