Is the price of these stamps too good to be true?
link No tracking (I think), so it would be risky to use them?

Yeah, I probably wouldn't either, unless maybe it was a cheap item. I was really thinking about using them for when I send Christmas presents to relatives.
The seller also has full sheets of Priority stamps. I wonder if they're stolen or counterfeit - how does he make money selling stamps for about half price?

Perhaps they came from an office/warehouse out of business auction, found in storage unit, etc. If legit, it's a heck of a deal for sending Christmas presents, but I agree, not for use on eBay sales.

I have purchased numerous unused sheets of stamps from estate auctions and pay anywhere from 10%-40% face value. They are great to use for TTM and mundane mailings.
Edit: it is a pain to quickly count them in the field.

If you qualify for Top Rated Plus benefits (20% off final value fees), when exactly do you get that discount? For example, I sold an item for $100 and the FVF shows as $10, not $8. Is that a mistake, or do I get the discount at later date, maybe?
End of the month they calculate, then deduct according to your status for all sold transactions.

I think those offers can differ depending on the offer being used, check the fine print. I just had one for 50% off final value fees and it said that the accumulated bonus would be credited to my account within 60-90 days after the promotion ends.
I haven't sold since end of September, so I don't know about their promotions, but that sounds logical. The 20% off FVF is typically for sellers who maintain high ranking status and get billed after the end of each month. The discounts are included in final billing, then they hit up your PayPal or credit card around the 8th of the following month.
Look at you previous Ebay bill to see if you received the 20% FVF discount adjustment. If you're eligible for the discount, all your current listings, which are set up to comply with the discount requirements, will have the Top Rated Plus badge displayed next to the listing in searches, and next to your ID on the item page.
