1974 Topps Baseball Rack w/Ryan - Legit?

I've heard this seller may be bad news, but wanted to be sure.

    That seller is an admitted builder of cello's with stars on top. He got a ton of stuff by PSA. Not sure if he builds racks as well but I would assume anything from him is not legit.

    Hilarious videos. The scan is brutal which would be a red flag for me. Similar to what people said in the 4SC thread, poor scan are usually deliberate and it seems like the case here.

    This is why I have stayed away from unopened wax,rack and cello boxes.

    A while back, I purchased a cello from elsipep before I knew who he was - PSA9 cert number 19792138. Jerry Rice on Top/Steve Young on bottom. If you look up PSA cert numbers 19792116 thru 19792138, you will see that they are all cellos with major stars on top. My opinion is all of these cello's are probably elsipep packs.

    When you say "He got a ton of stuff by PSA" do you mean that what he submitted was fraudulently made and PSA graded it as legit,thereby getting it "by" PSA, or he just has numerous legitimate product for sale that was graded by PSA.

    Thanks for the response. From reading here since joining I was under the impression BBCE or some other group authenticates these vintage products before submission to PSA.Then PSA does the next step, grading/encapsulation. Were these ones that got "by" PSA came about when the authenticating step was not in existence? When was the authenticating step added?
