    Maybe because the law was never amended to include denominations that weren't in existence in 1873, and weren't even under consideration during the legislative session that created the mandate for the Latin Motto.

    actually it was because lack of space.

    Director of the Mint Linderman sent Superintendent of the Philadelphia Mint James Pollock a letter on April 14th, 1875
    stated in part
    "The legend "E Pluribus Unum" and Motto, "In God We Trust", it is understood, are omitted for the reason that the space does not admit of both, or either, being placed on the coin."

    I just start working on a book on Twenty cent coinage.

    I have an image of a newspaper blurb saying the coin failed because it did not have "In God We Trust" on it.
