Need help (1990 Topps Coin Set)

I'm hoping someone might know if topps actually released this as a factory set in a plain bubble enevelope or if its done after market

here is the item & it has a picture of the sealed envelope. I've seen it sold by different people, so I'm curious before i buy a few. Sorry I'm not good at creating links
