The graders most likely think the coin looks overdipped, thus the 94 (Altered surfaces) code.

The coin is likely to had been artifically frosted on the devices. Contact marks where there is a frost effect should result in frost breaks. It appears on some of the contact areas on the face the scratches and contact indentations have been "painted over" with the artificial frost.

Hard to tell from a set of pictures, as some alterations are much more apparent only when in hand.

Note the pitting to the wing feathers, arrow feathers and wreath leaves. Should not be like that with normal frosted CC's.
