While I am sure that is not always true, you would have to assume (as a buyer) that any big dollar PSA 9 of a card in a GAI 9, is still there for some reason.
Collecting PSA graded Steve Young, Marcus Allen, Bret Saberhagen and 1980s Topps Cards.
Raw: Tony Gonzalez (low #'d cards, and especially 1/1's) and Steve Young.

No. You evaluate each card on its individual merits. I have crossed (on a crack and resubmit, of course) big cards over to PSA holders, which is where they should've been to begin with. There are cards out there in their holders that can be had.

Since GAI seemed to holder plenty of 'circumcised cards'

It seemed only fitting that the IRS gave GAI a circumcision too! image

Ever wonder just how many resealed wax 'found their way' into GAI holders? I did! image

I haven't submitted or talked with them directly, but have heard that they are contacting dealers trying to drum up submissions.

I submitted a pack. I like their holders better.
It came back in less than 10 days.

Always looking for Topps Salesman Samples, pre '51 unopened packs, E90-2, E91a, N690 Kalamazoo Bats, and T204 Square Frame Ramly's

They got some kinda of special now, where it is like only $3 to grade a card!!! Thats really cheap and all, but not if people avoid their cards like the plague!
