Questions about eBay "Hot Packs"

How do these guys make money selling hot packs on ebay? I don't understand it. You can get 2008 Prestige hot packs on the bay for about $11 delivered, roughly twice the regular price of the pack. So who are these guys selling them? How can they pull a profit if they sell off the good packs? What are they doing with the not-so-hot packs? Are these guys shady dealers who sell of their hot packs then sell the rest of the packs at their shop?

Do yourself a favor and don't buy from these scumbags. They are going into Wal-Mart and Target trying to find the "hot packs" by searching the retail boxes. Sometimes they even bend all the packs in the hopes to find that one good one. Buying these puts money in the pockets of thieves in my opinion. If you see one at a store, make sure you say something to the manager. Sometimes they might do something. Tell the manager what they are doing and how they are technically stealing. If you think about it, they really are.
