I would bet it's either 68/69/70

Obverse
1. the dark brown spot between A and B in the name
2.The dings on the I in the name and the inner serif in the G of the name
3. The frost break to the left of her hat
4. The dark spot above the B in LIBERTY
5. There appear to be some scrapes under AMS next to her head
Reverse:
1. At 11 o'clock, the inside rim has scarapes or is incomplete
2. In the field above the secon M of REMEMBER there is a small dark spot.

Looks like a perfect 70 to me....but, since there are those sixes in the cert #,
