As Bajerfan alluded to - 2005 marks the 20th Anniv of the Eagle PROGRAM (just as PCGS listed it on the insert). Congress passed the law enacting the Eagle program in 1985.

Also, 2005 was the twentieth year they were issued. 2006 was the 21st year.
It sorta depends too on how one counts and/or looks at things. If you are born at 11:59 pm on 12/31/2007 at 12:01 am, on 01/01/2008 you would be 2 minutes old tho some might say that you were 2 days old or even 2 model years old.
I got married in 1987. In 2006, I started my 20th year of marriage. In 2007, my 20th year of marriage reached 365 days and we celebrated our 20th anniversary on that date. PCGS was wrong. Also, the US Mint was wrong making the 10th anniversary Silver Eagles in 1995.
I think PCGS jumped the gun when they created those labels before the Mint announced the anniversary coin sets. What was most confusing was they used the '20th anniversary American Eagle Program' inset on both 2005 & 2006 AGE's
Never teach a pig to sing. You'll waste your time and annoy the pig
The 2005 coins were actually the 20th edition released which in my mind makes them the actual 20th Anniversary coins. 2006 was the 21st edition but the US Government chose to call it the 20th Anniversary edition.
I decided to change calling the bathroom the John and renamed it the Jim. I feel so much better saying I went to the Jim this morning.
