Would people still collect Silver Eagles the same way here if the Mint minted previous issues like A

As far as I know, the Perth mint and the mint in England can readily mint back-date bullion coins (Kookaburra and Britannia) when the need arises. Somehow, I think the 2006-W and the 1996 Silver Eagles wouldn't be as big of an issue if the U.S. mint did this... what's stopping the U.S. mint from minting previous dates like the other two?
