Stupid question about 1984 topps packs

Are these packs some type of promo that topps ran or did some guy just put a bunch of cards in a team bag? I have a bunch of these and would like to know if I should rip or not. Thanks!

    They look like cards in standard issue team bags to me. I remember when I first got into collecting and would buy stacks of those cards in those team packs for $1 each; that was all I could afford at the time. image
