Why is the Canadian dollar set registry so messed up?

If you look at the PCGS Set Registry for QE II dollars, there are many coins not listed.

Where are all the 38 mm silver issues? Why is the Elusive Loon (a specimen strike only) listed as a proof? Where are the Lucky Loonies?

Is there not enough collector interest to add silver proofs or BU's?

    Check under Commer. Dollars & 81-Current Proof Dollars, and you will find most the coins you were asking about

    And, it'll cost an arm and leg to fill those coins in.

    I didn't know there was a separate category for commems.

    If that's the case, why are the Centre Ice Loon and Elusive Loon listed with the business strikes?
