That's what I don't get about ICG. For circulated coins, they're as good as anyone. The AU-58 graded ICG coins I see are, on average the best and most choice of any TPG, bar none.
So why can't they grade above MS-64 where it isn't 2-3 grades overgraded?

Is there any way to tell when that coin was graded by ICG. If it was recently, how can they be considered a legit TPG? BMC has many ICG coins in their million dollar grab bag specials.

What we can tell from the Ebay pictures is that the ICG holders are #2, the holder used the past six years.
I agree someone likely submitted a LARGE number of similar coins under the bulk rate in order to get some of the higher graded holders. Hope Cameron didn't grade this batch.
I collect Capped Bust series by variety in PCGS AU/MS grades.
