Is there any reason this 44 Merc is not a FSB..PIC OF CENTER BANDS ADDED

I got this today as posted earlier. Took a good look and am just scratching my head...any reason this isn't fb ?
AND if its not designated correctly what do I do about it..makes a diff between a $40.00 coin and a $200.00 coin (April Coin Values)

    look at the center bands. not the bottom bands.

    middle bands a problem for sure, can't quite tell about top bands.

    I don't think the center bands make it (at least that is the way the photo looks).

    Looks like on the left part of the center bands there is an area where thay are merged and thus no FSB.

    Close but the middle bands aren't quite there in my view. Sort of like a near Full Head SLQ.

    The coin did not get the Full Bands designation because there are not full bands.

    Yep. Middle bands touching in more than one area.

    It's got to be a clean split all the way across to get the grade.

    If the middle bands looked like the bottom bands, you'd have a winner.

    It's the middle bands that tell the tale for the designation.
