    I am almost certain that the fees aren't applied until the listing is made active and if the listing is made active after the 10c listing date then the regular listing fee is charged to your account.

    Is the BIN of $49.95 a good price for a Pending? Should I request pics first? Seller has 100% pos feedback, is a 3% restocking fee anything to worry about? Would a Pending note slabbed by PCGS Currency cost a lot more? Are Pending notes going to go up in price?

    New collectors, please educate yourself before spending money on coins; there are people who believe that using numismatic knowledge to rip the naïve is what this hobby is all about.

    The listing is active. It's currently for a "pending," but will be changed soon to something else. Seller will get a 5-ish day auction for the 10c listing fee.
  • If someone makes an offer, does it make a difference?...can the seller then go back and change it?

    Once an offer is made, you cannot change the listing.
