I don't think so, just look at the 1998-S Crispus Attucks $1 , and the price it goes for compared to other modern comm.

But that's because of low mintage (low *initial* demand). Whether or not that's because a black man is pictured is left as en exercise to the reader to draw their own conclusions. I'd also point to the Jackie Robinson $5 here as another example of low mintage due to low initial demand.
The secondary market sees the low supply, which induces demand. At the time you could order these, that wasn't the case.

Low demand and low mintage doesn't alway mean high value. Example (MS69) Crispus Attucks BU mintage 37,210 value $210; Leif Ericson BU mintage 28,100 value $125; Salt Lake Olympic 35,287 BU mintage 35,287 value $65. Out of the three coins listed, Crispus Attucks is the highest value with the most mintage. Why?
