If you send in a coin for crossover and it is under graded will they grade the coin higher or just cross it?

Yes, they grade the coin higher.

They will grade a coin higher. I have had it happen approximately 3 times over a period of many years. I am not (even close to) a large submitter, however.

I had it happen on a 1913 Type I buffalo in an NGC 65 Holder Came back in a PCGS 66 Holder, I was quite happy I might add!

They put it in the appropriate holder






Now just waiting for a certain someone to come to this thread to tell you not to waste your time and money trying to cross coins over to PCGS because you'll get the shaft

To answer your question, as some have already said, they'd grade it accordingly and place it in a higher graded slab.
