It's been one month and still no coin (eBay purchase) File a Paypal claim now?

I won an auction one month ago from a Canadian seller with 100% positive feedback(1000+ transactions). As of today still no coin. I've emailed him 3x since the auction and he claims he sent it the day after the auction was over. I paid via Paypal the day the auction was over. All Paypal claims for non-receipt of goods paid for need to be filed within 45 days according to their website. Would you file a complaint now or wait for day 44 to see if the coin shows up?? I have to believe it is lost or was never sent. He charged a flat rate $4 for postage with no option for insurance. I feel bad for him but sellers, including myself, should be aware that Paypal requires proof of delivery when buyers use Paypal. What say you? And do I leave feedback?? This is the second time in three tries I've had a Canadian coin come up missing. Just a note, I've sent over 1000 coins via USPS and have never had one come up missing so I do note believe its my local PO or the USPS that is responsible. Chrisimage

    30 days is long enough. File a claim.

    If you are in the U.S., and the Seller is in Canada, then I would wait until day 44.

    If its been 30 days i would file a claim, it sounds like it got lost.

    I would wait another week, funnily enough I was at the post office shipping something to the UK today, and the mail clerks were talking about how horrendously slow the Canadian mail system is.

    You better hurry up. I think you only have 30 days to file a claim. Is this not the case anymore?

    30 days is probably long enough. There might be some explanatory circumstances but I would file the claim now to be safe.

    I mailed a payment to Canada via USPS Priority Mail--that's a two-day delivery in the U.S.--and it took 11 DAYS to get there. It took 2 days to leave the U.S. and nine days from then to get to the guy's house. I talked to him on the phone and he said they jokingly refer to it as "snail mail" up there. No kidding.

    It surprises me that sellers that do not offer insurance but expect to fall back on Seller's Protection yet do not read and follow the simple rules of shipping in a timely fashion, using PayPal shipping if they have a printer and the ability to print their own labels with which comes Delivery Confirmation cry when this stuff happens. That's all they ask you , the seller, to do and you're covered.

    If they do not have a printer, no problem. All they must do is be able to prove they shipped it with Delivery Confirmation and they're covered however, when it gets over a certain amount (I think $250) to be covered I think they now require Signatyre Confirmation if they choose not to insure.

    When you print your labels DC is free and the most Sig Conf costs is $1.30 so if they are stupid enough not to follow these simple rules they bring crap like this on themselves and I for one, don't feel sorry for them one bit.

    Canada has glacierspeed mail delivery.

    I'd file now if the item was more than $50.If less I'd wait another 5 to 7 days.

    US Customs stops, opens and inspects all packages from Canada now. It's up to them to repackage it and send it on.

    Thank the Patriot act. The Southern border is wide open but all mail and UPS/FEDEX shipments are stopped at the Canadian border. The US customs department can take as long as they damn well please and my not even allow it to pass at all.

    I've had antique radios confiscated. I got a letter from US Customs telling me I could file a claim but by doing so I was virtually guaranteeing arrest for transporting non complying technology.

    I've had to just about give up on Canada anymore. It used to be that the best antique tube radios could be found there, they probably still can be, but you can't ship one here.

    Before I'd blame the seller, I'd look into US Customs. If the coin was silver or gold, they may well decide you are funding terrorists.

    Be thankful you weren't trying to save money on legal prescription drugs. They can put you in prison for that these days.

    Deadhorse is right. Anything going to and from Canada these days can take forever. Customs is really slowing down shipments. I'd give him the benefit of the doubt and wait until arond day 44 before I filed the claim.

    You can always file the claim now and then withdraw it if you get the coin.

    Find out of the seller shipped the item registered mail, which is the only way anything of value should be shipped, out of country.

    The insurance point is mute, as you can't insure that package for more than $47, and you can't use the electronic postage for an out of country package either.

    How much was this package worth?

    If the seller charged you $4, he/she is out to lunch. You'll win the paypal claim (unless the package did indeed go registered, which doens't sound like the case) for non-receipt of merchandise, as the seller won't be able to "prove" the item shipped.

    The other comments concerning custom's are right on target.

    I don't bother with non-US shipments any longer that are funded through Paypal. Not worth the aggravation.

    Trouble is, you could have received the package via Airmail, and there is no accountability either way, and you could be scamming the seller, but no one would know.

    Navigating Ebay/Paypal claims is like a mine field--full of traps for the claimant. They make it very difficult to collect, believe me.
