I ship a lot of coins to France, and for the more expensive ones, I insist the buyers pay for Registered mail. So far, I have never had a Registered mail piece get "lost" in transit.
The last time I got negged it was from a buyer in Belgium who hadn't received his coin after three weeks. The day after he left the neg, he sent me an email telling me the coin had arrived the week before but his wife hadn't told him .

4 weeks I think. See if he can get a check written on a bank that also has offices in the US. HSBC Bank is one that comes to mind.
