Is this a sign of cleaning by the neck? And what is the acceptable amount of lines on a PL Carson, if any? The coin also has other lines here and there, but looking at Heritage past auctions the other PL look like they have the same symptoms. Would this coin be BB’ed?

IMHO... PASS!!

It looks to me like the marks are on the coin istself. The marks appear to surround part of the second star. There also what appear to be a mark (bag hit?) in the center of the area indicating someone may have tried wipe the area to minimize the underlying damage.
I don't see any other signs of cleaning on the rest of the coin.
I haven't sent in any coins for grading so I don't know if this would be bodybagged or not if it is indeed cleaned in that area.
If I only had a dollar for every VAM I have...err...nevermind...I do!!

too late, i bought it last week at the CT coin show. i am building unc raw set for myself. I thought it was from die polish lines like most Morgans have but now having second thoughts. hope some one here would know. I will try to make beter scans later, don't know why it looks b & w.
thank you for helping.
