I had a bunch of proof sets, in mint holders - almost all from the 1990's, that were turning blue like this. The blue was a ring "growing" in about 25% coverage. Not as covered as yours is Russ. The sets were all in a box in the basement at my mother's house, which got flooded a few years ago. The coins were above the flood line and stayed in their box until a year ago. Perhaps all that extra moisture (and mildew?) helped cause the blueness. I sold them all to get other coins so I unfortunately I can't show them. Maybe leaving a proof set near a shower for a few years might reproduce it? Who knows?
If any had looked as nice as the one Russ has I would have kept them. Really cool coin!
