Monster toned 1999p Dime with blister above the eye...PICS added

No pic as of yet but will get one posted over the weekend. Would like some info on whether or not anyone has seen this. There is a blister above Roosies eye. It is quite large and can be seen with the naked eye. It is a protrusion and not an indentation. At 10X you can see that is not from post mint damage. And better yet the coin is monster rainbow toned and ms66 grade.

Nobody has seen anything as this? I have no books on errors or whether or not this is recognized.

Only time I have seen something similar was in a UK mint set I recently purchased. England has switched the composition of the 1p and 2p coins to copper clad steel and part of the copper layer on one of the coins had created a small "bubble" where it raised up from the steel core. Not sure what causes it tho' ...

The spotting looks unattractive to me, and it looks like he's been nicked up a bit. I can't imagine that being graded anywhere near an ms66......

It's a die chip. Roosevelt dimes tend to develop blind-ended die cracks and die chips on the eyebrow, along the nostril and down the side of the mouth. You can find them elsewhere, of course.
