How does NGC handle "bad" coins?

If, for example, you buy a coin slabbed by NGC and it starts developing PVC, or haziness, or some other problem, do they do like PCGS does and pay you for the coin?

When you say "more recent", do you mean last two years? 5 years? Less than 10?

I bought a NGC MS64 1938-D Walking half on ebay. When I received the coin I noticed that it had a corrison spot in the fold of Liberty's dress on the obverse. The corrison spot was small, but deep and had eaten into the surface of the coin. I return it to the seller. The seller would not refund my money until NGC had made a decision on what to do about the coin. It took two months and cost the seller $30.00. What he got was a conserved coin and NO buy back. There was no way to fix this coin unless NGC used something to fill the hole with.....Maybe putty or something.
That is why the whole PCGS, NGC coin conservation thing scares me.
