PCGS' perspective of NCS "curating"

Would PCGS consider a NCS curated coin "cleaned" for a raw coin, or of diminished worth in a cross-over?
Here's a warning parable for coin collectors...

Depends on what they are doing to the coins. Nobody sends us coins and says, "This coin was curated." We have to look at the coins and decide the grade based on the look, and originality of the surfaces is definitely a factor.
