Just hot soapy water, a stiff wire brush and elbow grease will get that coin shiny again in no time

I use a Dremel tool myself, takes that pesky toning right off!

I was reading the opinion of someone semi-inconsequential in the numismatic world who was of the opinion that "toning" should be considered as a negative when evaluating coins as it was a sign of chemical interaction with the metal and was therefore a sign of wear as it were.
Based on that artical you ought to dip that coin right away so as to stop any further damage.
