Jeremy, that's not true. I just placed a $15.00 bid and the 1 feedback bidder is still high bidder. We don't know what he placed as a maximum bid until you, as a bidder, reach it.

The one feedback bidder appears to have placed a maximum reserve that no one has yet beat.
The 50 cent bump above $15- peac-ckcoins bid is the next lowest bid increment above the high bidder. The only way to become the high bidder is to go above the existing high bidders "maximum bid"(bid ties go to the earliest bidder).
Yes, the present high bidder "thewiz75" has only has one feedback and appears to have won three transactions of the 756 feedbacks the seller has, but it is common for buyers happy with their transactions to purchase from the same seller.
I bookmark some of my favorite sellers to see what they have listed and have made repeat purchases from them. I have 212 feedbacks for 334 transactions. Many of these other transactions without feedback credit are from buying from the same seller. Ebay doesn't let you have a feedback credit for each purchase transaction and probably should. Repeat customers don't count apparently.
If the 1 feedback buyer "thewiz75" operated like most eBay buyers, he would wait to the last few seconds to bid and snipe in rather than get his maximum bid constantly bumped up. Newbies like this are what the sellers hope for to keep bidding against others and driving the price of the coin up.
I just bid the next lowest bid increment for the auction $16- (sorry about driving the price up potential bidders) I didn't meet his maximum bid he set days ago. The new current price is $16.50 (his eBay automatic maximum bid won the tie at $16-). It will take $17- for the next minimum bid.
I won't win the coin because I will no longer bid for it and it is doubtful "thewiz75" will either. Keep an eye on the sale. If the coin is more valuable to someone else besides thewiz they snipe in and will win out at a price they feel is acceptable.

Sorry, Pat... I meant the bid went to the next increment, not that he necessarily only bid that minimum
