Commenting on the continuation of Georges Clemenceau's policy in France by Raymond Poincaré, the Premier in 1923. Poincaré, an ardent Nationalist, called for the severe punishment of Germany after World War I and was able to hand it out himself when in power and responsible for the Ruhr occupation in 1923.

Obverse: Clemenceau holds skull with inscriptions; “Thus spoke France’s Prime Minister Clemenceau, 1919”, and in exergue “Twenty million Germans too many!”

Reverse: The French Premier tramples a prostrate mother and child with the inscription; “His successor Raymond Poincaré executes the mass murder on the Ruhr, 1923.”
