Hard to tell from the photo, but I think it is not dipped. May be harshly cleaned.

Hard to really tell because of the angled pic. But it is such a common date, for a few more dollars you could get a nice BU.

I've bought coins from both sellers. The first seller just has bad scans, I can't recall ever receiving a coin from him that was cleaned but then most of the coins he sells are in the $25 range. With the second seller, I've only had one purchase with them. The coin wasn't cleaned but I paid for insurance and they didn't buy any for the coin. They did, however, refund the money after I commented about it on the feedback.
