I believe the lion on Reverse is the lion of St Mark, usually associated with Venitian territory. I see it has the halo, and I'm not sure of any others who use it without the Venitian/St Mark connection, so I'm assuming that's what it is?
The winged lion with a halo has been used since at least the Middle Ages to signify St. Mark the Evangelist. The winged lion denotes St. Mark because that writer opens his gospel by describing St. John the Baptist who was the voice of one crying in the wilderness. The lion, as the king of beasts, represents the royal character of Jesus Christ. Mark's emphasis on the resurrection is indicated by the lion, for according to an old legend, the cub of a lion was thought to be born dead and only raised to life on the third day by the voice of its parents (or some versions say licked to life by them). It also represents one of the four Cherubim. I am not sure of the relation of this saint to Skanderbeg, Albania's great national hero.

Actually, I've read most entries on Albania in Wikipedia and wouldn't bet on anything regarding albanian history
