To me, it seems to be. I don't know what else it could be. It goes through the lion, the shield and ends at/in the stroke of the H in the cypher. It's not as noticable in hand as in the photo.
Could it just be a flaw in the engraving? By the looks of it, I don't think so. If you notice in the close-up of the cypher, it is hardly noticable. In hand you don't see it. But the camera really brings it out.
Maybe the dies cracked due to extreme overpressure. It seems to be very well struck; of course, the dies may have been improperly annealed also.

I agree with you. I also believe it is a die crack. The second comment was just hypothetical.
