WHen buying unopened 64 Proof Sets, does the color of the envelope increase your odds of finding an AH?? I have seen envelopes in the yellow shown here, green like the 1950s sets and an off color blueish green. Since AH pieces used early dies, wouldn't it make sense to buy in the earlier envelopes??

No. I have found Accented Hair Kennedys in sets that did not contain a pointed 9 dime. However, to-date, every set I've found with a pointed 9 DID contain an Accented Hair half.
This one really gets me going. The Accented Hair was minted for about a week; it was an "oops" when the Mint starting making Kennedys a couple of days before Mrs. Kennedy gave the final OK. A quick change to the hair and no one was the wiser, ...for a while. With the dime, the only change they had to make from the prior year was replacing the 3 with a 4. While everyone was in the backroom quietly smoothing out JFK's locks, someone else was tooling the 9 on FDR .
I have looked at every piece of correspondence from the Phila Mint Supervisor's file for November 1963 through December 1964 and there is no mention of either change in the Kennedy or Roosevelt proofs. Of course, I only saw what was in the file; perhaps not every piece made it to the archives.
