In my opinion it isn't what you think...I just looked at my 58mm bronze cast that I haven't imaged as yet and it appears to me that the hand is leafing through a document, perhaps the treaty. I will image it later tonight so you get a better idea what it looks like in a larger format. Detail can be lost in the reduction and striking of a 36mm piece I think.

Maybe so, Cache, but I wouldn't put it past the expert artist that Goetz is to wander into the .... uhhh.... nether regions of symbolism.

I'm afraid what I see is more akin to what Steve sees ... I have a hard time seeing a hand paging through a document ... more like setting straw/grass afire.
