I've got a question about the rating.

PCGS lists the set as...

Circulation Strikes (1997-present)
Number of Required Coins: 7
Finest Possible Set Rating: 69.29

Your set is rated 69.29.

This coin - Statue Lib $100 2002 MS69 - shows a pop of 606 with 1 finer. If your set is rated equal to the Finest Possible Set rating, how can there be a finer coin? Seems there is a calculation error somewhere or am I not seeing something?
