New coin design?

I have a question:
How do we, the numismatic community, go about lobbying for a new coin design?
For many years, I've wanted to see a Harriet Tubman/Underground Railroad coin. Preferably a circulating coin, but at least a commemorative issue. I feel that American coinage reflects the way American history is taught. Our schools and our coins do a much better job dealing with Civil War battlefield gallantry and sacrifice than with the issues of slavery and race. The time is ripe for a Harriet Tubman coin.
Any ideas on the best ways to put such an idea before the proper numismatic authorities?

I've recently begun a solo, quixotic letter writing campaign to the appropriate committees, perhaps also to the CCAC. I was wondering about enlisting others in the effort, if anyone is active in local coin organizations and thinks this is a good idea.
