I know it's almost impossible to tell a proof by a scan, but for some reason the toning on this coin reminds me of a proof. Perhaps I'm off my rocker again.

There's no way to tell without looking at the milled edges.

I'd say no. The Jubilee double florin is very often found in perfect prooflike state.

At the price you paid, who cares! At the very least you got a nice proof-like coin at a good price, anything else will be a nice bonus.
