I guess what it boils down to is that the seller is throwing in a free box & paperwork from a gsa deal that means absolutely nothing as far as the coin is concerned.
He probably thinks that it adds value to the slab and will make it bring a prem.
It's just a free box.
Same thing as when somebody cracks a coin out of a slab then sells the insert with the raw coin like it's sposed to prove authenticity or something.

IMO, yes. NGC grades them and leaves it the original case. I'd prefer to have the box as well as thge original slab.

I don't think I've seen any coin or set "graded inside the box" like that.

It's a new thing NGC does. They started it about a year ago.
