"Active" PSA Set Registry Question

Being somewhat new to the PSA world, I have a question that's been bugging me. When you look at the PSA Set Registry (for example, Topps sets 1968-1975, you see a whole lot of sets listed. However, many of them have less than 10% completion and they don't appear to be "actively" adding to them. So, my question is this ... Why are so many sets registered that don't appear to be "actively" added to and/or upgraded?

Many collector cross cards over into another set.
Without researching, one person comes to mind (misfarmer (sp). I know he collects team sets but would also list in the Master set as well.
Some collectors only register PSA 9's and may only pick one up every so often. Thus it looks like they are inactive.
However, for the most part you are correct...Some collector may pick a few cards from one year and add them to the registry. Even if that set is not a priority.
I am guilty of this. I have one card listed in the 1975 Topps Football set, but really don't have any plans on adding anymore soon.

I had (2) 1972 Topps Football sets listed. The second one only had two cards registered from about 6 months. I was deleted by PSA.

I collect somewhat "Davillio-ish" in the fact that I have a dozens of different sets started. Some are serious, some are not. Some get updated, some haven't been updated for a couple of years despite the fact that I continue to add cards. It is not an insignificant amount of time to keep up with all those sets and make sure that the upgardes are listed, etc. You can spend your time collecting or updating. I have chosen the first.
One other reason is just time and priorities. I have started several sets where I actually have piles of the set raw with intention of sorting and submitting. Another not so trivial amount of time and cash is required here as well and it falls below the "gotta-do line" regularly.
One last question, if your 'low completion" set is deleted by PSA, are you allowed to re-enter the cards at a later date (like when you are over 10%) or will you be blocked like your set is when you retire it?
