Yes, it is Full Torch. And will be resubmitted for such designation when it becomes available. My other type set Rosey is a Silver MS67 PCGS dime. It does not appear to be a FT dime. I will probably lay it on some RR tracks.

Can someone give me the grading criteria for "Full Torch"? How do I know if my toned Roosie has it or not for submission? I can figure out the other designations (FH, FB, FBL, etc).

I would think FT would mean basicly that,With all the elements of the device full and unbroken and unmarred by either contact marks / rub etc, or a weakly struck coin or late die-state coin.
Maybe particular attention would be paid to the two horizonal band lines around the torch. Also the very bottom of the torch would have to be full and untouched. Maybe even the flame must be fully struck up and lack any visible hairlines or rub.
Perhaps it is the scan...most likely it is the scan...but by the "Full Bands" definition being debated by HRH and the Registry Forum, this coin does not look Full Torch/Full Band to me. The bottom pair of bands appear to run together a bit, especially on the left side. I guess we will have to wait and see. Awesome coin, though! I find Roosies very difficult to grade compared to some of the other modern series.
