Silver SBAs No, 40% Silver Ikes Yes.

40% silver ikes were made in both Unc and Proof at San Francisco 1971 - 74, and the 76 -S bicentennials. (CuNi clad Proofs were also made 1973 - 78) Error 40% silver Ike dollars were made in Denver dated 1974-D and 1977-D as well.

I'm assuming you mean the ones dated 1999, since there were no silver proof sets from 1979-1981. There are no SBA's in the 1999 silver proof sets, because they were struck too late in the year to be included in the sets. They were issued separately, and they are not silver.
