There's a big difference between "PCGS listed" and actual selling prices. I don't know if the PR69 brilliant was ever listed at $350, but if it was I seriously doubt it brought that kind of money. He may be consfusing it with the 69CAM.
Example: The PCGS "listed" price for the 69CAM is $295. The coin can be readily had for $100 to $110.
You have to be careful with this coin in slabs from that era. It may not be a good price because there are plenty of dogs with 69 on the label, and plenty of sellers who engage in deception by omission. You have only to look at my current auctions to see some examples of what I got snookered with when I first started and was stupid enough to believe the label.
Yes, that CU priceguide price is accurate. Back in 1999, they had ridiculous, highly exagerated prices on the '64 Kennedy in PR-69, PR-69 Cameo and all DCAMs. Then never sold for those kinds of prices. But back in '99, you could sell the coin for $55 to $65.
