Are all grades net grades?

I was wondering, since there are so many factors that influence grade, are all PCGS grades net grades, as opposed to purely technical grades? Are lightly cleaned coins that are holdered net graded as well, and if so, why are some bagged?
Developing theory is what we are meant to do as academic researchers
and it sets us apart from practitioners and consultants. Gregor

    Depending upon how you define your terms, I guess all grades are "net" grades. Light cleaning can be OK, it depends on the situation, type of cleaning, etc. A little obvious light cleaning is a negative that effects the "net" grade. Sometimes the coins get body bagged because the light cleaning is on the most important part of the coin, is not that light, severely effects the determination of value, etc.
