Some sellers bump up price of shipping to lower value that is paid to ebay/yahoo for comission on sale/listing fees. You should consider it similar to a 15% buyers premium at Heritage or a 10% buyers premium at Teletrade with $5 minimums per coin.
I don't see major problems with this as long as stated in listing rather than a surprise after auction close. When buying you consider the total cost to get to your door don't you?
