Looks like a mint mark to me though I'd have to see the coin to
believe it's an "S" and not an "O".

Just in case a different coin would help in reference to what an "S" mint mark should look like on a barber quarter, I am posting this link...I still don't see an "S" or even the imagination of any mint mark on the original coin linked in this thread..

That is definitely a Philadelphia-struck coin. The area where the mintmark should be.. under the the tail feathers and above the letters.. is not worn enough to have obliterated a mintmark enough so as to be difficult to see with the naked eye.

Maybe the S is using a cloaking shield? Or maybe the seller meant 1896S to indicate multiple 1896 quarters?

Maybe it was a case of a mint mark being added to the coin that was on there long enough to leave a discoloration when it was knocked off/removed/fell off/whatever? That could cause a ghost outline. Now, I know very little about the series, so I don't know if this is a common counterfeit coin or not. Maybe an experiment?
