    It does not look UNC to me, but you have to remember that 1921-S had especially bad strikes. You practically have to grade them using luster only.

    they had bad strike but this 1 looks like a XF.. this is not UNC

    Looking at the reverse, it may very well be UNC, the wing tips and neck look Unc. from the scan, which is small. I wouldn't touch it for anything above melt.
