MS70 WITHOUT THE FS, DON'T THINK SO

Im really kicking my Jefferson Raw collction into full gear, have been doing alot of research. But I have a problem.

Its my understanding that an MS70 coin should be picture perfect, no planchet flaws or rub or mark of any kind, full portrait yada yada.


How does one arrive at a grade of MS70 on a beauty Jefferson (say matte issue) without it having fullsteps.

No full steps = part of portrait missing, no?

I think some of these were graded out as MS70 that had FS's but that wasn't listed on the insert. Check your steps. I bet they're full.

I had a PCGS 1994 SMS graded MS70 without the FS designation. I am almost certain this coin was graded before PCGS started designating FS. I have since resubmitted it and is now MS70FS.

NickelCollector is correct. Practically all of the 1994 SMS nickels should be FS. Thre years ago (Oct. 1999), the populations were 156 without the FS designation, and 154 with FS. Today, the populations are 163 w/o FS designation, and 374 with FS. The total population increased by 229 coins, but only 9 were not FS.
