I have a question about a 1943 steel penny one cent coin I was looking at.
What causes the red part on the coin in the photo below. Is it rust?

Welcome to the forum. Yes, definitely rust.
It is caused when the zinc plating wears off exposing the steel core which can lead to rust.
I’d still rather have a rusty one than a re-plated one!
Yup it's a bad sign cause rust never sleeps.
