Kennedy Half Dollar PL Designation

Has PCGS ever stated the criteria for awarding the PL designation on a coin such as a Kennedy Half dollar? I am considering whether to send in some of my coins for regrade but without knowing the criteria it's kind of a gamble. The criteria for Morgan dollars is pretty well known but is it the same for other MS coinage? I ask because all of the examples I have seen and one that I own do not show any particular cameo or frost that one typically sees on PL Morgans.
I took some pictures of a PL that I own and two that I am considering to send in. The photography isn't great, I didn't play with lighting too much but they are all taken with the exact same (fixed) camera location lighting and settings just minutes apart. As you can see the PL coin is not impressive and I don't know that I would have thought of it as PL had PCGS not said so. The other two halves have nice deep clean fields with lots of reflectivity, but I don't know if that's enough.
Also, my assumption is that I don't do anything different on the grading submission form, just send it in for regrade and PCGS will automatically evaluate for PL without indicating anything special?

There is this PCGS article announcing the expansion of PL and it mentions the following:
"According to PCGS standards, a coin’s surface is Prooflike when there is a clear reflection in the fields on both sides as viewed from two to four inches away. A cloudy effect or striations may impede the reflectivity."

The 2003 and 2014 do look more reflective than the 2019.
I see the OP's point.

Here are some new photos with different lighting. I'm not sure they are any better or that they help, but what the hey.

If nothing else, the 2014-P might be good for MS67+, right? I know, hard to say without seeing the reverse. I'm not sure the 2003-P deserves the MS67 it has.

If your 2014 kennedy came from one of the 2-coin 50th Anniversary unc sets like this, it’s essentially worthless in a 67 grade:

PCGS mislabeled some of these coins as MS when they should be SP. Just making sure you don’t throw good money after bad on that coin if it did come out of that packaging. If it’s a mint set coin, you’re fine, it could PL.
