Registry/POP higher question

If someone has a PR70DCAM state quarter, then there are none higher, right? Why would a set show that there are 7 higher when someone lists a PR70DCAM?

Such is the case with Daniel Biddle's state quarter proof set.

This is the third thread about the inconsistant pop listings with the registry. There are 907 SMS Kennedies that are finer than MS70 too.
